REACTOR CONTAINMENT DOME SURVEILLANCE

We have reviewed your letter dated January 31, 1977, in response to the condition in the operating license related to the surveillance program to determine any future delamination of the containment dome at Crystal River Unit 3.

In your letter you propose that the current surveillance i

program, as defined in the plant Technical Specifications, provides an adequate program, and thati additional surveillance is not required for the reasons that you have stated in your letter.

Based on our review of your response, we conclude that the reasons given for not perfoming any additional surveillance of the containment done are not acceptable.

The containment iome as repaired is a hybrid structure consisting of the original prestressed concrete overlaid with an unprestressed reinforced concrete repair cap. The potential differences in long-tem creep between the old and new concrete could contribute to future delamination and

- cracking of the new cap.

In our judgment, the surveillance requirements that are in accordance with Regulatory Guide 1.35, " Inservice Inspection of Ungrouted Tendons in Prestressed Concrete Containment Structures,"

which were developed for structures which have not exhibited any structural defect, do not provide for the repaired structure at Crystal River Unit 3.

Accordingly, we require that you reassess your proposal and provide us with a proposed surveillance progran that is responsive to our requirenent for additional surveillance of the containment dome for the purpose of detectino any future delamination.
