Gentlemen:

This refers to the inspection conducted by Mr. K. R. Naidu of this

office on March 16-18, 1977, at Babcock & Wilcox, Lynchburg, relative

to the review of quality documents pertaining to Davis-Besse Nuclear

Power Station, Unit 1, authorized by NRC Construction Permit No.

CPPR-80 and to the discussion of our findings with members of the

B&W staff and your Mr. E. M. Wilcox at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of specifications, purchase orders, Quality

Assurance Documents, related correspondence and interviews with 36W

personnel relative to Quality Assurance documentation on seven Velan

valves with Kieley-Mueller operators and High Pressure Injection pump

forced bearing lube oil modification components.

No items of noncompliance with NRC requirements were identified

during the course of this inspection.

As discussed in the exit interview with B&W personnel, we underrcand

that B&W Lynchburg will obtain the additional documents to asstre that

the field modifications of the Velan valves and High Pressure ::njection

pump meet specification requirements.

'In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this notice,
