Gentlemen:
This letter refers to the inspection conducted at Davis-Besse
Nuclear Power Station, Unit 1 by Messrs. T. Tambling, J. Foster,
J. Menning and J. Streeter of our Region III office in Glen Ellyn,
Illinois, on June 6-8, 13-15, 20-23, and July 17-19, 1978. The
inspection was performed to review the reportable occurrence on

June 2, 1978, involving discovery of the design and installation
'
defects associated with the Safety Feature Actuation System
.
sequencer logic. The findings from this inspection were reviewed
'

with Mr. T. Murray, Plant Superintendent, and others of your staff
on June 8, 15, 23, and July 19, 1978 and with you and others on
August 16, 1978.
In accordance with Section 2.790 of the NRC's " Rules of Practice,"
,
Part 2. Title 10, Code of Federal Regulations, a copy of this

letter and the enclosed inspection report will be placed in the
NRC's Public Document Room, except as follows. If this report
contains information that you or your contractors believe to be
proprietary, you must apply in writing to this office, within
twenty days of your receipt of this letter, to withhold such
information from public disclosure. The application must include
a full statement of the reasons for which the information 4 con-
sidered proprietary, and should be prepared so that proprietary
information identified in the application is contained in an
enclosure to the application.
A separate letter setting forth certain matters of concern and
the items of noncompliance found during this inspection hts been
',
sent from the Director, Division of Reactor Operations Inspection,
Office of Inspection and Enforcement. Your response to those
items should be made directly to that office.
