Toledo Edison Company (Davis-Besse) - Inspections were performed on November 29-30 and December 12-13..
Areas examined during the inspections included the status of the licensee's efforts to identify and resolve questions relative to shop-fabricated Class I piping which had been tack-welded by unqualified welders in nonconformance with applicable codes.
Two items of apparent violation were identified during the inspections in that:

A written report, covering the details of use of nonqualified welders, has not been issued as required by 10 CFR.50.55(e); and 2.
The piping associated with the use of nonqualified welders had been knowingly received at the site and was not identified or tagged as nonconforming as required by 10 CFR 50, Appendix B, and by the licensee's QA procedures.
These violations were called to the attention of corporate management during the management interview and by the letter to the licensee summarizing the results of the inspections.
