Enclosed is a brief report of the subject unauthorized shipment by Duke Power Company. We recomend that this matter be discussed with Duke Power Company on the next routine inspection. While we are not convinced that enforcement action is required, we believe it is important to identify the source of the problem for appropriate resolution by Duke Power Company.
