D. Thompson T31F TO OCONEE NUCLEAR STATION On July 12 and 13 I visited the Oconee Nuclear Station site to discuss with Duke Power Co. & Oconee plant staff:

a).

crew size for one, two, and three unit operation b).

the licensing of Oconee staff c).

the adc:inistrative controls scetion of Technical Specifications d).

the Oconee Industrial Security Plan e).

several changes to Chapter 12 and 13 of the FSAR for Units 2 & 3.

Fuel loading for Unit 1 is now scheduled for January 15, 1973 and for Unic 2 - March 1, 1973.

CE3*J SIZE I stated and gave justification for AIC's position for the crew size for 1, 2, and 3 unit operation. The number presented were:

  • An additional utility oper.stor would be necessary if the data logger was inoperable.

Duke proposed, for 2-unit operation; 2 SE0's, 2 RO's, and 3 utility oper-ators. The second SRO would not be a member of management, and would provide RO relief. After some operating period Duke proposed that the number of utility operators would be reduced from 3 to 1.

Duke wanted a commitment from AEC regarding this reduction. The problem was not resolved, and I said the AIC would write Duke a letter concerning crew sias.

LICINSING OF OColEE STAFF Duke requested that the cold oral exams be given twice, about a month apart, with written exame given during the first oral exam period, about December 1.

4 I promised to discuss this with the Operator Licensing Branch and let Duke know on July 14. I emphasised that three licensed operators will be needed en shift at fuel loading for each unit.

(On 7/14, OL3 agreed to give the two oral avamm and Duke was notified of this decision).

TECH SPECS - SECTION 6 A dra f t section 1.8, 6.2, and 6.6 of the Oconee 1 Tech. Specs (TS) was furnished to me for review. It appears that it will be acceptable. Several preliminary questions concerning the draft were answered satisfactorily.

A Unit 1 TS amendment will be submitted July 26. An amendment for units 1, 2, and 3 TS should be in by the end of August.

On page 6.4-1, Duke agreed to add, as a group of detailed written procedures,

" periodic test proculures." On page 6.5-1, Duke agreed to change part h to read, "Recards of onsite and offsite environmental monitoring surveys",

and part j to read, "Recards of radioactive vaste releases and disposal."

OCO!EE INDUSTRIAL SECURITY PLAN I took the opportunity while at Oconee, to tour the site and talk with Stan Nabow who is preparing the Industrial Security Plan. My impression is that Duke will submit a Plan in general conformance with the draft 33 criteria. A draft plan was promised within 10 days.

CHAPTER 12 & 13 CHANCES FOR UNITS 2 & 3 1.

Page 12-2 "The Supervisor will generally have primary responsibility for the units that are in operation, with the Ass't Shift Supervisor generally having responsibility for the unit in the checkout phase".

I stated t. hat the shift crew for the operating reactor should not assume any duties for checkout.

I am not sure if Duka agrees.

I was assured that appropriate nenbers of the shif t crew would receive the necessary health physics training.

I was assured that agreenznts or letters would be received by Oconee from those offsica organizations that will be called upon to provide emergency services to the station.

(A call to CO, Region II on 7/14 confirmed that CO will review these documents).

Page 12 ah. Duke will reduce the action level at which the shif t supervAser recommends offsite action from 25 RADS whole body to a value comparable to a 10 RAD I-131 thyroid dose.

Page 12-11. Duke agreed to change the minimum meeting frequency of the COF.C from 3 to 4 times per year (The change will be made in Tech Specs section 6.1.2.2.e.)

checks), and the power escalation test program are incomplete as presented. Duka said that they were working with CD and would have an acceptable program.
