' Response to the NRC Safety Evaluation on the Davis-Besse Nuclear Power Station Audit for Verification of Resolution of IE Bulletin 79-27 Concerns (TAC Number 68102)
I Gentlemen The subject audit safety evaluation was issued by the Nuclear Regulatory Commission (NRC) on September 12, 1989 (Toledo Edison Log Number 1-2148).
Based on the safety evaluation, the NRC Staff concluded that Toledo Edison had adequately resolved the concerns of IE Bulletin 79-27, " Loss of Non-Class IE Instrumentation and Control Power System Bus During Operation", for the Davis-Besse Nuclear Power Station (DBNPS). However, the report contains an open issue relating to an apparent lack of testing of automatic bus transfer (ABT) switches at the DBNPS. 'During the audit' exit meeting, the audit team requested that Toledo Edison evaluate' periodic testing of these switches. The audit safety evaluation subsequently requested that Toledo (dison report the results of the evaluation in writing.

switches vould be prudent. Toledo Edison recently completed an evaluation and review of periodic testing of'ABT switches at the DBNPS and determined that 10
- of the identified 17 ABT switches were being tested during existing periodic tests or preventive maintenance activities. These switches are listed in the attachment under the listing titled "ABT Switches Ulth Existing Test Procedures."
The review did not identify existing proceduralized testing requirements for i
seven ABT switches.
These seven ABT switches are listed in the attachment under the listing titled "ABT Switches Without Existing Test Procedures."
Preventive maintenance or periodic test procedures as applicable are being developed for testing of these seven ABT switches.
The test frequency for each of these seven ABT switches is anticipated to be at least each refueling outage starting from.the first test during the sixth refueling outage.
