- This letter is in response to your November 9,1989 letter (copy attached) requesting enforcement discretion, and confirms the telephone cuniersation of

' November 10, 1989 between Mr. Jeffrey Smith and other members of'your staff and Mr. Thomas T. Martin and other members of my staff granting your request.

Thisl request was for'one-time enforcement discretion regarding containment.

telephone conversation, this action grants relief from Millstone 2 Technical SpecificationL3.8.2.2, "A.C. Distribution - Shutdown" requirements to establish L

containment integrity per Technica1' Specification 1.8.2, regarding closure and L

,In lieu of full closure of the hatch, you propose to implement procedures and

' administrative controls that you established in response to Generic Letter 88-17
