This refers to the inspection conducted by Messrs. P. Harrell, G. Pick, and

T. Reis of this office during the period September 1 through October 10, 1989,

of activities authorized by NRC Operating License DPR-40 for the Fort Calhoun

Station, and to the. discussion of our findings with you and other members of

l

your staff.at the conclusion of.the inspection,

Areas examined during the inspection includ$d licensee event report followup;

f

- operational safety verifications plant tours; monthly maintenance observations;

j

monthly surveillance observations; security observations; radiological

!

protection observations; inoffice review of periodic, special, and nonroutine

!

(

event reports; and review of onsite events. Within these areas, the inspection

!

consisted of selective examination of procedures and representative records,

!

l

interviews with personnel, and observations by the inspectors. The inspection

!

l

findings erw documented in the enclosed inspection' report.

During this inspection, it was found that"certain of.your activities were in

!

,

violation of NRC requirements. Consequently, you are mquired to respond to

l-

these violations, in writing, in accordance with'the' provisions of

!

Section 2.201 of the NRC's " Rules of Practice," Part 2. Title 10, Code of

"

,

l'

Federal Regulations. Your response should be based on the specifics contained

i

in the Notice of Violation enclosed with;this letter. 'In addition, you are

i

l'

requested in your response to Violation A to address whether or not the

!

effectiveness of the Radiological Emergency Response plan was reduced when the

-l

!

change in personnel monitoring device requirements of Section 1.4.1 of

l

Appendix.J of.the plan were instituted without prior NRC approval.

Additionally, it was' found that certain other of.your activities were in

l

violation of.NRC requirements. However, in accordance with Section V.A. of the

i

NRC's Enforcement Policy, the violation is not being cited. This action was

.:taken to' encourage and support your self-identification and correction of

, problens. The noncited violation is discussed in paragraph 7.b of the enclosed
