Subject: Millstone 3 Routine' Inspection 50-423/89-14

This refers to the routine resident, safety inspection conducted from July 18

-through August 28, 1989 at the Millstone Nuclear Power Station, Unit 3.

The

results of the inspection are described in the NRC Region I inspection report

'

enclosed with this lettet and were discussed with Mr. C. H. Clement of your

staff at the conclusion of the inspection.

As specif,ied in the enclosed Notice of Violation (Appendix A), certain activi-

ties apparently were not conducted in full compliance with NRC requirements.

This violation; involved failure to report to the NRC an event which rendered

inoperable a system designed to control the release of radioactive material. A

response to this violation is required and should address the items listed in

,

Appendix A.

Also, as described in the enclosed inspection report, we note that a steam

generator blowdown radiation monitor, which is required by the technical

,

specifications to be operable, has been out of service for 3.5 years,.which we

!

consider an excessive length of time. We request that you provide to us,

'

within thirty days of the receipt of this letter, a written response that

describes the reasons for failure to repair the monitor in a timely manner, and

.;

outline to us a plan for restoring the monitor to service.
