. office on October 10-13, 1989, of activities' authorized Dy NRC License Nos.
DPR-53 and DPR-69, and to the diamaion of our findirgs held by Mr. J. Furia with Mr. L'. Pnamall and other members of your staff at the conclusion of the inspection.
Areas examined during this inspec' tion are described in the NRC Region I 1
Inaration Report which is encloed with this letter. Within these areas, the L
inspection consisted of selective examinations of p ue=2 ares and ses osaitative records, interviews with personnel, arxl nhaarvations by the inspector.
l Raaari upon the results of this inspection,. it appears that certain of your i
activitles were not conducted in full conpliance with NRC requirements.
Specifically, two shipnents of radioactive waste, numbers 89-40 and 89-65, were
. shipped with errors in the waste manifest in apparent violation of 10 CER

' 20.311(b), and two shipments of spent resins and six shipments of Dry Active Wastes (DAW) have been made in 1989, hamii upon scaling factors derived from
' plant sanples taken more than tw years ago in the case of spent resins and more l

l Of significant concern to the NRC is that both of these issues were previously cited in the Notice of Violation which was transmitted to you on E-raer 13,

1988 as part of Inspection 50-317/83-29; 50-318/88-29, and your corrective e
actions were irwlarmte, which resulted in these repeat violations.
Based on the results of this inspection and the discussion between Mr. L.
Russell. of your staff and Dr. Ronald R. Bellamy of this office on October 17, 1989, we have scheduled an Enforcement Conference in the Nuclear Regulatory Comnission Region I Office, to discuss this matter with you. That conference has been s&eduled for November 3 1989 at 2 00 pm. The conference will provide both of us the opportunity to ach1 eve a canno:n understanding of the facts Id i
