.This' refers to the inspwction conducted by the NRC Restart Staff from July 11

through August 21',l1989 at the Pilgrim Nuclear Power Station, Plymouth,
Massachusetts.:. Areas examined during this inspection are described in the NRC
Region I Inspection-Report which is enclosed with this letter.

- The. Restart Staff, through extended shift inspections and routine program _ in-

-spections, observed management controls and' conduct of operations at the 50%
'
- power plateau 'of the licensee's Power Ascension Test Program, as well as ascen-
' sion to;75% power.
Based on these reviews, the Restart Staff determined that

additional'11censee management attention is warranted in procedural adequacy
'
- and procedural compliance. These issues were involved in air ejector problems

that led to a manual reactor scram on July 18, 1989 and in the condensate sys-
p, ,
tem suction. strainer damage _on August 2, 1989.
