During the conference call on August 2,198g, the staff indicated that the Iicensee's response of October 21, 1988 to the staff's request for information

dated August 18, 1988 was incomplete f6r several reasons.

First, operator action time to initiate depressurization was not provided.

Second, the exact number of operators that participated in each of nine comonstration runs depicted in Table 2 of the licensee's submittal was unspecified. Third, the response times for operators did not provide sufficient assurance that they represented operators currently at the plant.

For these reasons, the l

licensee is requested to provide additional information regarding operator i

response times during a steam generator tube rupture (SGTR) at the Callaway Plant, Unit 1.

l The licenses should provide response times for the following actions:

i Identify and isolate ruptured steam generator.

i Operator action time to initiate cooldown.

Cooldown of reactor coolant system (RCS).

Operator action time to initiate depressurization.

Depressurization of RCS.

Operatoractiontimetoinitiatesafetyinjection(SI).

Assuming a simulated as-close-to-design basis-ss possible scenario, the l

licensee should provide operator response times (1) demonstrating that the SGTR event can be mitigated within a period of time compatible with l

overfill prevention and (2) assuring that response times are representitive of most, if not all, the operators currently at the plant.
