There will generally be one inspector in the control room at all times. Those l

inspectors who have not previously been badged at Peach Bottom should plan to arrive at the site approximately one hour before their 1st shift watch for site i

access processing.

ORDER AND NOTICE OF VIOLATION AND PROPOSED IMPOSITION OF CIVIL PENALTY This.is to inform the Comission that an Order and a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of One Million Two Hundred and Fifty Thousand Dollars ($1,250,000) will be issued on or about August 11, t

1988 to Philadelphia Electric Company. Additionally, Notices of Violation and Proposed Impositions of-Civil Penalty or Notices of Violation will be issued today to various licensed and former licensed operators.

These actions are based on widespread inattentiveness in the control room that resulted in i

the March 31, 1987 Shutdown Order.

The Commission has approved the staff's issuance of these actions which were contained in SECY-68-201.

1 Note: A press release is not expected to be issued until about noon en August 11, 1988 to provide time to notify the individual licensed operators in advance of the media. This action should not he publicly disclosed until the press release has, in fact, been issued.

'The states of Pennsylvania and Maryland will be notified.

The licensees have thirty days from the date of the Notices in which to respond.

Following NRC evaluation of the responses, the civil penalties may be remitted, mitigated, or imposed by Order.

In the case of the Order, the facility l

licensee has thirty days from the date of the Order to request a hearing.
