Areas examined during the inspection included plant status, operational safety

verification', monthly surveillance observation, monthly maintenance

. observation, onsite followup of events at operating power reactors, cold -

weather preparations, followup of previously identified NRC items, and review

of a-licensee event report. Within these areas, the inspection consisted of

. selective examinaticn of procedures and representative records, interviews with

personnel, and observations by the NRC inspectors. The inspection findings are
