This refers to a telephone conversation between you and Mr. E. Brui..ier of this office on June 25, 1980, regarding your review and evaluation of construction deficiencies in the Refueling Water Storage Tank and Demineralized Water Storage Tank which may be implicative of similar deficiencies in other structures and components constructed by the same contractor.

We understand that the contractor responsible for the construction of those tanks also constructed the containment liner and six tanks which normally contain radioactive water.

Based on the results of these discussions it is our understanding that you will take the following actions to assure the adequacy of construction of the con-tainment liner and additional tanks:

1.

Conf.cm the construction of the containment liner to be acceptable and in conformance with the requirements of the Final Safety Analysis Report and the applicable construction specifications by conducting a review of construction records and comprehensive sample reinterpretation of original radiography.

Submit the results of this review, including the identifica-tion and disposition of any construction deficiencies or record irregulari-ties, to this office by July 14, 1980 via written report.

Should this review identify deficiencies in the quality of containment liner construc-tion or unacceptable record irregularities, submit to this office, within seven working days of such identification, either,1) a plan and schedule for additional, confirmatory nondestructive examination, or, 2) the basis on which such additional examinations are not necessary.

2.

Submit to this office, by July 14, 1950, a plan and schedule for verifica-tion of the adequacy of Boron Recovery System tanks which were constructed by the same contractor.

In addition to the written reports required by Technical Specification 6.9.1.9.d, report any deficiencies which degrade the tanks' capabilities to contain radioactive materials to this office by telephone and in writing within three working days of their identification.
