Gentlemen:
This refers to the special inspection conducted by Messrs.
D. W. Hayes of this office and R. E. Shewaaker of IE Head-
quarters, Washington, D.C. on May 4, 197', of activities at
the Midland Nucicar Power Plant conc:tru. ion site authorized
by NRC Construction Permits No. CPPR-85 and No. CPPR-82. A
discussion of the findings from the site inspecticn was held
~
with Messrs. G. L. Slagel and D. R. Keating of your staff.

The enclosed copy of our inspection report addresses the sub-
ject concerning the misplaced and omitted hoop tendon sheaths
in the Unit 1 containment building below the main steam line
penetrations and the , status of the preparation of the Unit 2
containment liner plate bulge area for repair.
Within the
scope of these subjects, the inspection consisted of an exami-
nation of specific records and engineering drawings, obser-
vations and interviews with personnel.
No items of noncompliance with NRC requirements were identified
during the course of this inspection.
In accordance with Section 2.790 of the NRC's " Rules of
Practice," Part 2, Title 10, Code of Federal Regulationt.,
a copy of this letter and the enclosed inspection report
will be placed in the NRC's Public Document Room, except
as follows.
If the report contains information that you
or your contractors believe to be proprietary, you must
apply in writing to this office, within twenty days of your
receipt of this letter, to withhold such information from
