[b The subject inspection report identified an item of non-compliance involving the reporting of Unusual Event No. 50-313/75-2. The inspector's finding was that, contrary to Section 6.12.3.2 of the ANO-1 Technical Specifications, the written report'of this event was not submitted within 30 days. The eveat in i

question concerned a possible deficiency in the hydraulic performance of the

.Rcactor Building Spray System which had been identified generically by Bab-

-cock and Wilcox and reported by them on May 8,1975. ' On our receipt of this B 6 W report, we undertook an independent evaluation of the ANO-1 system to i

determine if the event was applicable to ANO-1.

When it was found that this cvaluation would not be complete until mid-August, the matter was discussed in a telecon between your Mr. D. Anderson and our Mr. D. Rueter on June 20.

It was Mr. Anderson's recommendation at that time that a report should be submitted with a followup report to be written upon completion of our evalua-tion.

The report was thus filed on June 25, 1975.

The assignment. of May 8,1975 as the occurren.

Ste was based solely on the fact that on that-date the event was reported to the NRC by B 4 W.

Since we

. were uncertain.of the applicability to ANO-1, the occurrence date should have

. been assigned based on the receipt of the results of our independent evalua-tion.- We believe.that this matter represents merely a procedural technicality and that we were not in violation of our Technical Specification.
