Arkansas Power & Light Company Cocket flumber 50-313 Il0TICE OF VIOLATI0ti Based on the results of an f4RC inspection conducted fiay 2-5, 8-12, 16-19 and 23-26,1978, it appears that certain of your activities were not con-

' ducted in full compliance with flRC requirements as indicated below:

A.

10 CFR 55, Appendix A, establishes requirements for the requalification program for licensed operators.

Section 2 of this appendix requires in part, "The requalification program shall include preplanned lectures on a-regular and continuing basis throughout the license period in those areas where annual operator and senior operator written examina-tions indicate that emphasis in scope and depth of coverage is needed This requirement is amplified in Section V.A of your t1RC approved requalification program for licensed operators; and exempts an operator from required attendance at requalification lectures pertinent to any examination section where a grade of eighty (80) per cent correct or better was achieved.

Contrary to this requirement, two licensed operators were not required to attend requalifMation lectures covering an examination section where a grade of less than eighty (80) per cent correct was achieved.

This is an infraction.

B.

10 CFR 50.54.i-1 requires in part, "... the licensee shall not,

except as specifically authorized by the Commission, make a change in an approved operator requalification program by which the scope, time allotted for the program or frequency in conducting different parts of the program is decreased...."

Contrary to this requirement, the licensee failed to complete the 1978 annual operator requalification examination for eight of twenty-eight ooerators in the time period required.

Sixteen months had elapsed since the 1977 annual operator requalification examination had been administered. tio exemption to the above requirement had been authorized by the Operator. Licensing Branch of tiRR.

This is an infraction.

Contrary to this requirement, three senior operators did not receive an annual evaluation of actions taken, or to be taken, during actual or simu-lated abnormal and emergency conditions for 1977.
