Arkansas Nuc1 car One - Unit 1

Docket Nos. 50-313 License No. DPR-51 IE Inspection Report No.

50-313/78-10 (File:

0232)

Gentlemen:

The subject inspection report identified two violations of 10CFR 55, Appendix A and one violation of 10CFR50.54.

In response to the Notice of Violation, our reply is provided below.

Item A Our training staff has again reviewed the 1977 annual operator exami-nations and has determined which licensed operators have missed required requalification lectures.

The operators concerned will be notified through the Operations Superintendent that they need to makeup specific requalification lectures.

In order to prevent recurrence, a stronger effort will be made by the training staff and Operations Superintendent to encourage operators to attend or nakeup regularly scheduled lectures.

It is anticipated that the operators concerned will be able to make-up the required lectures by August 18, 1978.

Iten B Ne feel that our requalification program commitments have not been violated.

Annual exams have been given each year at ANO.

Our objective has been to begin administering exans in January and to complete exans by >! arch.

During this past year the Unit I refueling outage and Unit 2 startup schedule interrupted the administration of the exam, therefore, our objective was not met.

. The~" annual exam" requirement can be met by simply administering the iE.

exam to'each operator during a given calender year.

We agree that it would

=

be more in the spirit of our requalification program to give the exams R-about the same time each year.

In the future we will attempt to administer the exam at approximately the same time each year and to complete all-my exams in a three. month period. The importance of.taking this exam on a

,==E

' regular basis has been emphasized to those individuals who have been late

==

in taking the exam.

In the future the Operator-Licensing Branch of NRC, will be provided more details of our operator license status. These details will clearly indicate which requirements of the requalification~ program, if any, that.
