power escalation test progran for the Arkanscs Nuclear One - Unit 1 F

(ANO-1) plant, Facility License No. DPR-51.

Tbc matter was discussed on several occasions with representreives of Arkansas Power and

Light Company (AP&L).

Your bases for deletion of the generator rieparation test was subnitted by your letter dated Jtnuary 6, 1975, and supplenented on January 14, 1975, by a report of an unplanned generator trip from full power. Your juctification for the deletion of this test fron your powcr escalation test progran was that the generator separation test would give ninilar reaults for the transient on the unit as experienced during the turbine trip test already perforced. You also indicated that no r.cv data vould be obtained by performing this test.

Oased upon our review of your juctifiestion for deletion of the rencrator separation test, we have concluded that the results of the turbine trip test did not satisfy the test objectives for the t

plant conditions can normally be simulated by opening the generator output breder in a manner that will require a turbine generator s?E -

overspeed condition to initiate closure of the steam admission or stop valves. The inadvertent generator trips that have been

experienced at AMO-1 recently were initiated in a manner that

resulted in automatic simultaneous renerator separation from the transnission ' system and closure of the steam stop valves. For such

cases, the turbine generator would not be expected to increase in

~.;;E speed and the objectives of, tbc generator trip test, as stated above, would not be satisfied.

Section 13 of the pinal Safety Analysis Report provides for the performance of generator trip test at 100 percent power. Our EE p.,

acceptance of the test program was based, in part, on this test.

Based on our revicu as discussed chove, ve have concluded that p

your justification for deletion of the generator trip test is unacceptable, and therefore, the generator trip test should be i

performed at 100 percent power and in a manner which satisfies R

the test objcetives stated above.
