Please refer to Mr. Harlan T. Elms' letter dated December 11, 1968 which forwarded a proposed liner anchorage test program, dated November 27, 1968, for the Bechtel-designed contain=nt of your Russellville Ntr: lear Unit.
As noted in that letter an earlier version of this program was discussed on November 21, 1968 by representatives of the AEC and your agent, Bechtel, with general agreement as to procedures to be followed.
We have reviewed the revised test program, enclosed with your December 11,1968 letter, and have concluded that this Nove;nber 2'T revision incorporates substantially all changes mutually agreed upon m November 21. There is one agreement area not specifically covered in the revised program that we assume vill be included in your evaluation report on the test results. In the November 21 discussions, it was agreed that the results of the two tests to be made on the 4-12 veld samples with the 11nar plate stiffened and in compression would be extrapolated to the 6-12 velds if, as expected by Bechtel, the test machine does not have the capacity to reproduce this inading on the 6-12 velds.
