We have reviewed your letter dated October 19, 1972, concerning deficiencies during the pre-operational test phase at Arkansas Nuclear One.

We submit the following information O

in answer to the questions raised per Enclosures 1 and 2 of C/

the above-referenced letter:

A.

Enclosurel 1)

The " Plan for Pre-Operational Testing" has now been approved and implemented.

In the case of the three pre-operational tests that were initiated before the " Plan for Pre-Operational Testing" was formally approved, these procedu:es received the same review as specified in the approved plan.

The approved plan was initiated on September 25, 1972; hence, reoccurrences prevented; 2)

It is true that TP 201.03, " Core Flooding System Functional Test," contains wider alarm setting tolerances than those specified on page 13-5 of the FSAR.

\\s was explained to your Mr. Warnick, the FSAR was in error and would be corrected by Amendment.

This correction will be made in Amendment 31, which is due for submittal on November 15, 1972; 3)

An index has been established for each released

This index was established the week of September 18, 1972; 4)

At the time of application for an operating license, it was planned that all test procedures be developed and written by the plant staff, and the Station Test Coordinator, also a member of the plant staff, would be responsible for their development, coordinating the performance of the test, etc.

It became apparent since the date of application, there would be a problem in producing the test i

procedures on schedule if all were written by members of the plant staff.

In view of this fact, the test procedures are now being written by others in order to have them written and approved on schedule.

This necessitated a change in responsibilities of the Station Test Coordinator.

The Station Test Coordinator-is no longer responsible for the development of the test pro-cedures.

The FSAR will be amended in Amendment 31, which is due for a November 15, 1972, submittal, to agree with the change and agree with the ap-proved " Plan for Pre-Operational Testing."

a All Station Test Coordinators have now been assigned which is well in advance of any additional test-to be ' conducted.

Their input to the test procedures while they are being developed is no longer required, which will be reflected in Amend-ment 31 of the FSAR.

Their input has never been required during the review and approval of the test procedures.

A procedure for an Emergency Boron Shutdown System is not required since we have no such system; i

Test. Procedure 302.02 entitled "Incore Monitoring System Post - Installation Electrical Te-

' veri-fies correct installation of the incore catectors and the integrity of the connecting cables.

Since the detectors are self-powered, it is not possible

to test their sensitivity'to neutrons until after fuel loading.

Test Procedure 800.24 is an opera-T' tional_ test which tests their sensitivity to neutrons.

Both of these test procedures were identified prior to the September, inspection;

Test Procedure 600.30 entitled " Steam Generator Relief Valve Test" was identified prior to the September inspection; 4)

Test Procedure 320.02 entitled "ICS Open Loop Calibration" tests the ability of the ICS to manipulate the turbine bypass valves.

Test Procedure 280.93 tests the turbine control valves.

Both tests were identified prior to the September inspection; 5)

Section 9 di the FSAR sufficiently states that the. Instrument Air System is not required for safe shutdown of the plant and, in the event of its loss', pneumatically operated valves assume a fail safe position.

Since this system is not a safety related system and is not required for safe shutdown, a " Loss of Instrument Air Tests" will not be con-ducted; 6)

The Vital Bus Full Load Test has previously been identified and included in Test Procedure 410.24; b

An Evacuation Signal Test will be added to our list of test procedures; 8)

A Hydrogen Removal System Test will be added to our list of test proceduresi 9)

The Containment and Auxiliary Structures Filter Test will be conducted using approved procedures by the filter vendor and results of the test documented in the plant files.
