CPPR-51, DOCKET No. 50-302 The attached report of an inspection of the subject facility by our inspector on April 17-18, 1969, is forwarded for information. No items of nonconformance or of safety significance were noted during the inspection.
Several soft areas were discovered in the rock foundation for the con-taimment mats all have been excavated and filled with either grout or lean cement. Discovery of these soft areas has resulted in additional corings in areas still to be excavated. The licensee, AE, and the con-I sultant expressed confidence that the only effect the soft spots would have would be that of delaying the jobs the method of excavation, back-fill and grouting are sound.
The use of a type II " commercial" rather than type II " moderate heat" cement has resulted in some low compression strengths for lean concrete used for containment mat backfill. FPC has informed our inspector that in the future only type II " moderate heat" cement would be used. This will involve making changes in mix designs.

Florida Power Corporat.4.on (Crystal River 3) - An insoection was con-ducted on April 17-16.
Construction is lagging due to unanticipated excavation required by the discovery of isolated pockets of unsub-stantial rock. The licensee does not feel that this problem will affect his overall schedule.
