l Docket No. 50-346 Mr. Boyce H. Grier Regional Director U. S. Atomic Energy Commission Division of Compliance, Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137

Dear Mr. Grier:

We have your letter of September 3,1971 with attachment referring to

\\

Items 1 and 2, which " appear to be in nonco'nformance with 10 CFR 50, Appendix B."

)

s

. Item 1.

Action taken to resolve the fly ash testing and certification L

problem with Davis-Besse concrete is as follows:

Project specifications and affected QC/QA manuals and proce-dures have been modified to delete the requirement for the supplier's testing.

These changes will be complete by Novem-ber 1, 1971, but have been field-implemented since September 7, 1971.

t Requirements are now established for modifying supplier testing and replacing with use testing per ASDi C-311.

Results of chemical and physical user tests on fly ash are being reported to the user by phone as soon as available, followed by written certified reports.

Regarding fly ash already used at Davis-Besse, it was deter-nined by the Project Engineers as acceptable upon detailed re-view of existing supplier and user tests.

Item 2.

Action taken to resolve the problem of misplaced concrete loads is as follows:

Reassignment of QC personnel involved in this area has resulted i

in having the most experienced and responsible individuals now i

occupying these areas of responsibilities.
