Conditions Prior to Occurrence:.The unit was.in Mode 3, with Power (MRT) = 0 and Load (MRE)

Description of Occurrence: During t:ie performance of Surveillance Test ST 5030.02,
" Reactor-Protection System Monthly Functional Test" at 2050 hours0.0237 days <br />0.569 hours <br />0.00339 weeks <br />7.80025e-4 months <br /> on January 15, 1978, the Reactor Coolant Pump monitor on Channel 1 was found to be out of toler-ance.
RPS Channel 1 was declared inoperable.
Since the unit was in Mode 3 at the time of the occurrence, it did not place the unit in Action Statement 3 of Technical Specification 3.3.1 which is applicable in Modes 1 and 2.

Designation of Apnarent Cause of Occurrence: The cause of this occurrence was a defective Reactor Coolant Pump monitor module.
Instrument and Control personnel attempted to recalibrate the module, but the instrument could not' be properly recalib'ra t ed.
On January 16, 1978 at 0215 hours0.00249 days <br />0.0597 hours <br />3.554894e-4 weeks <br />8.18075e-5 months <br />, Instrument and Control person-nel calibrated and installed a new Reac.cor Coolant Pump monitor module in RPS Channel 1.
Analysis of Occurrence: There was no danger to the health and safety of the public or to unit personnel.
The unit was in Mode 3 at the time of the occur-rence. The remaining three RPS Channels were operable..

A new module was calibrated'and installed under Maintenance Work Order ISC 124-78.
At approximately 0330 hours0.00382 days <br />0.0917 hours <br />5.456349e-4 weeks <br />1.25565e-4 months <br /> on January'16, 1978, Surveil-lance Test ST 5030.02 was completed for RPS Channel 1, and Channel I was declared operable.

The two Containment Spray Pump circuit breakers were racked in at 0820 hours0.00949 days <br />0.228 hours <br />0.00136 weeks <br />3.1201e-4 months <br /> on January 12, 1978, returning both Containment Spray Pumps This removed the unit from Limiting Condition for Opera-to operable status.
i tion 3.0.3 and from excess of Technical Specification 3.6.2.1.
This incident has been reviewed with the responsible persons and the incident will be reviewed with all operators during normal training sessions.
The plant Startup Procedure is being modified to include steps to rack in the breakers.
Failure Data: This is not a repetici.ve occurrence.
