GEkERIC LETTER 88-11. "NRC POSITION ON RADIATION EMBRITTLEMENT OF REACTOR VESSEL MATERIALS AND ITS IMPACT ON PLANT OPERATIONS"
REFERENCE:
TAC Number 71533 The subject Generic Letter (GL88-11) indicated that Regulatory Guide (RG) f 1.99, Revision 2. " Radiation Embrittlement of Reactor Vessel Materials." will be used by the NRC staff in its evaluation of licensee's submittals addressing reactor pressure vessel pressure-temperature limits.
By letter dated December 2, 1988, you indicated that in your assessment of RG 1.99, Revision 2, a determination was made that a licensee amendment to revise the existing reactor pressure vessel pressure-temperature limits is required. Revision of Technical Specification 3/4.6. A. " Thermal and Pressurization Limitations." will be performed in accordance with the guidance provided in RG 1.99.
The proposed amendment will extend the pressure vessel pressure-temperature limits beyond 10 effective full power years. You further indicated that the proposed amendment would be provided to the NRC staff at least four months prior to the end of cycle 8 which is currently scheduled to end in the spring of 1991.
We have determined that you have performed the necessary actions to address the GL and indicated that your proposed license amendment will be in accordance with the guidance provided in RG 1.99.
Therefore, we consider this action complete and will close the above referenced TAC number. A new TAC number will be issued when you submit the proposed license amendment.
