SUBJECT:
' 0FFSITE DOSE CALCULATION MANUAL, REVISION 7, FOR JOSEPH H. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS 68019 AND 6820) la the early 1980s, you. submitted several revisions to the Joseph H. Farley Nuciear Power Plant (Farley) Offsite Dose Calculation Manual (0DCH).
These revisions were reviewed by'the NRC staff and coments were transmitted informally back to your staff. Subsequent revisions were submitted to the NRC with the Farley monthly report in accordance with Technical Specifications.
It appears, however, that a formal letter of acceptance of the ODCM was never issued.
By your letter of April 13, 1989, you provided Revision 7 to the Farley ODCH.
This Revision 7' has been reviewed by our contractor, EG&G Idaho, Inc.
Their discussion and comments are contained in Technical Evaluation Report (TER)
(EGG-PHY-8674) which is enclosed for your use.
We note that Revision 7 of the ODCM has an improved format and organization so that required subjects can be easily located.
Revision 7 appears to be consistent with NRC guidelines. However Section 4 of the TER identifies a number of discrepancies and suggested improvements, some typographical in nature and others' of a technical nature. We feel these concerns should be addressea by your staff.

Immediate action is not required since the concerns involve refinements to a basically sound document. However, since the ODCM is a supplementary document I
for implement 1 rig ~ the Radiological Effluent Technical Specification requirements of 10 CFR Part 50, Appendix I, we request that these items be addressed in a future revision to the ODCM within six months from the receipt of this letter.
We note that the recent Revision 8 does not affect the concerns of the TER.
If this date poses a problem, please advise me of your proposed schedule.
