Subject: Inspection Nos. 50-317/89-80 and 50-318/89-80
This refers to your letter dated September 7,1989, in response to our letter
dated August 2, 1989. Additional information was obtained during telephone
conferences between Mr. L. Larragoite, of your staff, and Mr. B. Norris, Senior
Operations En'gineer.
Your response to the first concern regarding the use of Emergency Operating
Procedures (E0P) as guidelines is acceptable.
Your response to the second
concern regarding the adequacy of the diagnostic flowchart ir E0P-0 is
. acceptable following a further revision.
The transition (on Attachment 1 of
your letter) for Reactivity Safety Functions was not consistent with the CE
Owner's Group guidance. The flowchart was revised to correct this area, and a
copy of the revised flowchart was provided to Region I on September 22, 1989.
Thank you for informing us of the corrective and preventive actions documented
in your letter.
The implementation of these actions will be examined during a
future inspection of your licensed program.
