during the' period October 16-20, 1989, of actlyities authorized by NRC Operating

License NPF-38 for Waterford Steam Electric Station, and to the discussion of

our findings with Mr. J. R. McGaha and other nembers of your staff at the

conclusion of the inspection.

Areas examined during the inspection included testing of piping supports and

l

'

restraint systems, and safety-related protective coatings insice containment.

'

Within these areas, the inspection consisted of selective examinetion of

procedures and representative records, interviews with personnel, and

,

observations by the inspector. The inspection findings are documented in the.

enclosed inspection report.

' During this inspection, it was found that certain of your activities were in

,'

violation of NRC requirements.. Consequently, you are required to respond to this

"

violation', in writing, in accordance with the provisions of Section 2.201 of the

!

NRC's " Rules of _ Practice," Part 2. Title 10. Code of Federal Regulations.

!

We note that this violation is a repeat of the violation that occurred on May 26,

'

,

1989, as docunented in NRC Inspection Report 50-382/89-12.

It appears that your

corrective actions for the May 26 violation were not adequate to prevent recurrence.

"

Therefore, your response to this violation should provide particular emphasis on

j

the actions you will take to prevent further recurrent violations of this nature.
