SUBJECT:

Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Response To Generic Letter 89-07 Gentlemen On April 28, 1989, the Nuclear Regulatory Commission (NRC) issued Generic Letter 89-07, " Power Reactor Safeguards Contingency Planning for Surface Vehicle Bombs." In the Letter, the NRC recognized the possible use of explosive-laden vehicles as bombs and concluded that it would be prudent to have licensees include short-term actions in their safeguards contingency planning to protect against radiological sabotage involving vehicle bombs.

In res onse to this Generic Letter, South Carolina Electric & Gas Company (SCE&G reviewed the site-specific features of the Virgil C. Summer Nuclear Station (VCSNS) to determine vehicle approach paths and distances as well as safe standoff distances for vital equipment. Based on this review, SCE&G concluded that the most effective method of meeting the NRC requirement is to put in place, upon notification by the NRC of such a threat, temporary barriers at the identified locations. Advanced arrangements have been made to ensure that these barriers will be in position, within the required 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> of notification, to prevent unauthorized vehicles from penetrating the safe standoff distances determined in the review. These short term measures, which are outlined in security instructions, will provide VCSNS appropriate protection against the stated threat.
