Gentlemen:

SUBJECT:

Proposed Program Response to Generic letter 88 20 Supplement No. 1 I

i In response to Generic Letter 88-20 Sup)1ement 1, Omaha Public Power District I

(OPPD) will perform a new Level III Pro)abilistic Risk Assessment (PRA) with external events for the Fort Calhoun Station Unit No.1.

Prior to this analysis no PRA has been performed for Fort Calhoun.

The PRA will be performed I

utilizing the methods described under Section 4, Method 1, of Reference 2.

Specifically, we will be utilizing codes and methods supplied by Science Application International Corporation (SAIC) consistent with NUREG/CR 2300.

l This analysis is intended to be a full scope, comprehensive study that will utilize an extensive in house PRA knowledgeable staff in conjunction with j

personnel supplied by SAIC.

In order to maximize OPPD staff participation as recommended by Generic Letter 88-20, our projected plan consists of utilizing an estimated 22,000 consultant manhours and 24,000 OPPD PRA staff manhours.

Because our plan significantly exceeds the requirements of Generic Letter 88 20, additional time is recuested beyond the three year period identified in i

the Generic letter, in accorcance with the statement issued in Section 11 of Generic Letter 88-20 which reads as follows.

r

" Finally, those licensees 31anning to perform a new Level 11 or Level Ill PRA may need more time.

Tie NRC staff will consider requests for additional time for such an examination."
