' nforcement action shall be taken.in regard to the issues discussed.
Our
n.
.
conclusien'is based in.part on additional information which you provided
at the conference.- However, certain of your activities appeared to be in
i
violation of'NRC requirements, as described in the enclosed Notice of
Violation'and in Section 3'of the report.
A written response is required.
'
.
.
-One of.the major issues we discussed in the Enforcement Conference was battery
_ testing and what' constitutes a good test.
Such testing is vitally important
f.
near;the end of battery life when batteries traditionally degrade in a very
rapid manner.
There is'some question whether a one hour test'that you perform
~
with;only the Technical Specification loads is sufficient to verify that the
,
.c
battery is operable.
We.therefore request that in your response you also
3l
describe for us.what you believe should be a satisfactory test and the
justification for your position.
' "
In'accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
';
this' letter, and the enclosures, will be placed in the NRC Public Document
