refers to the inspection conducted by Mr. A. B. Earnest of this office

during the period September 5-8, 1989, of activities authorized by NRC

Construction Permits CPPR-126 and CFPR-127 (Units I and 2) for the Comanche

Peak Steam Electric Station, and to the discussion of our findings with members

of your staff at the conclusion of the inspection.

The inspection reviewed certain areas of your physical security program.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspector. The inspection findings are documented in the

enclosed inspection report.

The significant problem area discussed in this

report relates to the large number of construction personnel onsite. The large

construction force creates a workload upon the security force that is not

manageable. As an example of this undue workload, we noted that during the

week of this inspection, over 140 vehicles were entering the protected area

each day. Many of these vehicles were not being searched.

Within the scope of the inspection, no violations or deviations were

identified.

We have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.

- The material enclosed herewith contains Safeguards Information as defined by

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

material, with the exception of the report cover page which is an inspection

summary, will ng be placed in the Public Document Room.
