This refers to the routine safety inspection conducted by Mr. A. G. Januska of
this office on September 19-22 and Octobcr 11-12, 1989, of activities at the
Clinton Nuclear Power Station, Unit 1 authorized by NRC 0:erating License No.

NPf-62 and to the discussion of our findings with Mr. J. Perry and others of .
your staff on September 22, 1989, and with Mr. R. Morgenstern and members of
your staff at the conclusion of the inspection on October 12, 1989.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observt.tions, and
interviews with personnel
In addition, our Mobile Laboratory was at the site
.
during the inspection to pu form independent measurements of radioactivity.

During this inspection, certain of your activicies appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written request is
required.
In accordance with 20 CFR 2.790 of the Commission's regulations, a copy of this
letter, the enclosures, and your response to this letter will be placed in the
NRC Public Document Room.

subject to the clearance procedurer. of the Office of Management and Buoget as
