NOTICE OF VIOLATION Illinois Power Company Docket No. 50-461 Clinton Nuclear Power Station License No. NPf-62 As a result of the inspection conducted on September 19-22 and October 11-12, 1989, and in accordance with the " General Statement of Policy and Pro:edure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, (1989) (Enforcement Policy) the following violation was identified:

Technical Specification 6.8.4.c requires that a Postaccident Sampling program l

be established, implemented, and maintained and that the program include, in part, provisions for maihtenance of sampling and analysis equipment.

Clinton procedure CPS No. 1890.30 which implements Technical Specification 6.8.4.c requires, in Section 6.1.1, that periodic checks of instruments be performed according to established preventive maintenance checks listed in Appendix A and Section 6.1.2 requires that chemistry mainterance items given in Appendix B be performed by Chemistry. Appendix A requires that maintenance checks be performed on 18 month intervals and Appendix B requires, in part, that the pH monitor be standardized weekly.

Contrary to the above requirement, since April 1987 when the plant was issued i

an operating license to October 1, 1989, the Postaccident Sampling System's l

liquid sample gemma monitor and the gas sample gamma monitor were not checked i

on the 18 month frequency required by Appendix A of Section 6.1.1 and the pH monitor was not standardi?.ed weekly as required by Appendix B of I

Section 6.1.2.

This is a Severity Level IV violation (Surolement IV).
