This refers to the inspection conducted by Mr. R. A. Caldwell of this office

during the period September 11-15, with in-office records inspection until

September 26, 1989, of activities authorized by NRC Operating License NPF-38

i

for Waterford Steam Electric Station, Unit 3, and to the discussion of our

l

findings with members of your staff at the conclusion of the inspection.

The inspector reviewed certain areas of your physical security program,

i

Within these areas, the inspection consisted of selective examination of

i

procedures and representative records, interviews with personnel, and

f

observations by the inspector. The areas inspected and the inspection findings

i

i

are documented in the enclosed inspection report.

As discussed in paragraph 4.b of the inspection report, it was found durin9

r

this inspection that certain of your cetivities were in violation of NRC

requirements.

This violation resulted from a failure to establish compensatory

I

posts when dirt, which was oiled in the isolation zones, obscured surveillance

'

by the closed-circuit television cameras.

Consequently, you are required to

,

respond to this violation, in writing, in accordance with the provisions of

l

.

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

'

l

Federal Regulations.

Your response should be based on the specifics contained

i

in the Notice of Violation enclosed with this letter,

i

Other apparent violations, which are discussed in paragraph 3 of the inspection

report, involve the control of Safeguards Information and are of concern to

NRC. These apparent violations include the failures to properly control and

store Safeguards Information. These apparent violations are not cited in the

Notice of Violation enclosed with this letter. We will discuss your

understanding of these apparent violations, tne reason for their occurrence,

and your corrective actions in a future enforcement conference.
