This refers to the meeting conducted at Omaha Public Power District's '(OPPD) 1 b

request in the Region:IV office on October 5,1989. This meeting involved a.

l discussion of OPPD's, investigation of the Delta-T Power indication anomaly of

September 13, 1989, and was attended _ by those listed on the enclosed attendance

. list.

4 The subjects discussed 'at'this meeting are described in the enclosed meeting.

.e slide l presentation provided by OPPD.

It is our opinion that this meeting was beneficial and has provided for a.

better inderstanding of the anomaly.. In addition, it is our understanding that you will be providing the NRC with a letter by October 31, 1989, of actions-

.l to be taken based on the results of your investigation. At the meeting,'we L

indicated that we found nothing that would present a safety concern with Fort Calhoun Station escalating power from the 70_ percent level.

In accordance with Section 2.790 of the NRC's Rules of Practice,", Part 2, Title 10. Code of-l Federal Regulations, a copy of this letter wil1 be placed in'the NRC's Public Document Room.

Should you have any questions concerning this matter, we will be pleased to~

r discuss them with you.

2 Sincerely, James L.. Milhcan,' Director I

Division of Reactor Projects
