The purpose of this. letter is 'to confirm our plan to conduct a site visit to

-obtain location information as part of our efforts in the RER program.

' primary purpose of.the RER program is to assess the effectiveness of your

. reactor safeguards program, as implemented in accordance with the general performance objective of 10 CFR 73.55(a).

In support of the RER program,.our contractor SAIC performs vital equipment i

and. vital area analyses, and documents such analyr.es'in. Facility' Systems i

g Analysis.(FSA) reports.

These efforts include the construction of a sabotage i

fault tree 'for each plant, reduction of the tree to Boolean equations that define ~ facility fault and protection equations, and fault equations for the a-individual systems that are included in the facility fault tree model.

These reports are used as guides to assist the RER of your designated vital 3

equipment and areas, and the RER of your response force drills' target

-selection.

s g The site visit will be performed by Messrs. Lew Goldman, Randy Zounes and i

Bruce Wooten, all of SAIC.

As agreed with Mr. J. Vasse11o of your staff, the j

g visit will~take place in tha week of December 4, 1989.

Please ensure that at least a, senior reactor operator and/or equipment operator is available to l

escort the contractor personnel at all times and provide technical T

information.

Part of the activities will involve walking down those systems l

-(if accessible) listed in the enclosure.

Location information for systems not bN accessible (i.e., due to high radiation) will be obtained from your personnel.
