Tennessee Valley Authority Docket No. 50-260 Browns Ferry Nuclear Plant, Unit 2 License No. DPR-52 As a result of a special inspection conducted on April 25-26, 1989 at the offices of General Electric Company, violations of NRC requirements were identified by the NRC staff.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2. Appendix C (1988), the violation is.
set forth below:
10 CFR Part 50, Appendix B, Criterion III, requires that musures l
shall be established to assure that the design basis is correctly translated into drawings, procedures, and instructions. The design control measures shall also provide for verifying and checking the adequacy of design.
10 CFR Part 50, Appendix 0. Criterion V, requires that activities affecting quality shall be accomplished in accordance with these instructions, procedures, and drawings.
Contrary to the above, the licensee failed to have adequate design control measures in place to verify the adequacy of the seismic calculations for the reactor pressure vessel (RPV), internals, and supports. The seismic analysis model of the RPY, internals and supports developed by General Electric Company and documented in TVA Calculation No RIM S22 890425108 was in substantial error in assuming the existence of seismic restraints on the control rod I
drive (CRD) housings.
This is a Severity Level IV violation and is applicable to Unit 2 only.
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit a written statement or explanation to the Nuclear Regulatory Connission, ATTN:
Document Control Desk, Washington, D. C.
20555, with a copy to the Associate Director for Special Projects, Office of Nuclear Reactor Regulation, and a copy to the NRC Resident Inspector, Browns Ferry, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include: (1)admissionor denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, 8910240177 891013 DR ADOCK 050 0
2 (4) the corrective steps which will be taken to avoid further violations, and l
(5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
