Oyster Creek Nuclear Generating Station License No.

DPR-16 De j en inspection conducted September 3 - October 7, 1989, and in accordance witn the " General Statement of Policy and Procedure for NRC Er.forcement Actions," 10 CrR Part 2, Appendix C, 53 Fed. Reg. 40019 (October 13,1988),the following violation was identified:

10 CFR, Part 50, Appendix B, Criterion V requires that activities affect-ing quality shall be prescribed by documented instructions, procedures, or drawings of th9 type appropriate to circumstances and shall be accomp-lished in accordance with these instructions, procedures, or drawings.

Oyster Creek Operational Quality Assurance Plan, Section 6.11 requires that maintenance shall be preplanned and performed in accordance with written procedures, instructions or drawings appropriate to the circum-stances which conform to applicable code standards, specifications and criteria.

Contrary to the above:

On or before 12/.14/88, #1 emergency diesel ganerator relay contact resistances were measured, complex maintenar.ce and post maintenance testing were perf oned under job orders 12108 and 13489, and, 2.

Nis violation is a Severity Level IV (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to t. void further violations; and (3) the date when full compliance will be achieved.
