RESPONSE TO GENERIC LETTER 89-07, " POWER REACTOR SAFEGUARDS CONTINGENCY PLANNING FOR SURFACE VEHICLE BOMBS"

REFERENCE:

TAC Number 74712 By letter dated October 20, 1989, you responded to the subject Generic letter (GL) 89-07. The GL requested that licensees include short-term actions in the safeguards contingency plans for their. facilities. The GL further indicated

-that if the land vehicle bomb considerations require changes in existing t

safeguards contingency plans, licensees may make them in accordance with 10CFR50.54(P)(2).

The changes do not require NRC approval unless they decrease the effectiveness of existing contingency plans-in accordance with the cited regulation.

Your October 20, 1989 letter 5dicated that the Pilgrim site characteristics and features were analyzed and short-term measures were identified. Your letter further indicated that contingency implementing procedures have been.

developed, advanced. arrangements made to facilitate the short-term measures,

.and changes to the existing safeguards contingency plan were made under the provisions of 10 CFR 50.54(P)(2). Details relating to the changes were enclosed with your letter for our information.

We have determined that you have performed the necessary actions to address the issues discussed in the GL. Therefore, we consider this action complete and close TAC number 74712.
