10 CFR 50.54(p) SUBMITTAL-SHOREHAM NDCLEAR POWER STATION This is in response to your letter of January 3,1989, regarding changes to the Shoreham Nuclear Power Station Security Training and Qualification Plan.

l We have reviewed the information contained in this plan revision and have l

determined that portions of the revision are consistent with the provisions of 10 CFR 50.54(p), and are considered acceptable.

However, certain other portions of this revision are not considered acceptable t

i for the reasons stated in the enclosure to this letter. This matter was discussed with Messrs. K. King and A. Downs of your staff who agreed to make the appropriate changes to the Training and Qualification Plan in the next beheduled revision of the Plan.

In most cases, these changes do not represent a decrease in the effectiveness of the Plan. However, the commitments for l

records retention (Revision 3 and i

previous revisions) no longer meet the requirements in Appendix B to 10 CFR Part 73 The latest rule change relating to records retention was published in the May 27, 1988 Federal Register Notice (53 FR 19240). The Plan should be revised to incorporate these latest requirements.

59 Appendix B The requirement to demonstrate the ability to use a portable radio is not applied to all security personnel and is not consistent with other require-ments in Appendix B to the Plan. All security personnel should demonstrate the ability to use a portable radio.

63 Appendix B The sub-task relating to the invalidation of access cards was dropped from the responsibility j

matrix. This sub-task should be reincocporated into the Plan.
