SAFEGUARDS REVIEW REPORT-REVISION 3 TO THE SHOREHAM NUCLEAR POWER STATION SECURITY TRAINING AND QUALIFICATION PLAN By letter dated January 3,1989, Long Island Lighting Company transmitted Revision No. 3 to the Shoreham Nuclear Power Station Security Training and.

Qualification Plan.

The revision adds crucial security tasks for contract guard force supervisors to the responsibility matrix.

Other changes were made to revise the reporting requirements for training records and to clarify the wording in the Plan.

The changes in Revision 3 were reviewed under the provisions of 10 CFR 50.54(p) and are considered acceptable, except as follows:

Records Retention:

Revision 3 changes records retention requirements for certain qualification records.

These revised commitments and other existing

. commitments for records retention are not in accordance with the recent changes (May 27, 1988) to the records retention requirements of Appendix B to 10 CFR Part 73. This matter was discussed with Messrs. K. King and A. Downs of the licensee's staff.

Mr. King agreed to submit appropriate changes to these sections of the Plan in the next scheduled Plan revision and will ensure implementation of revised requirements.

Responsibility Matrix:

In reviewing the changes to the Responsibility Matrix, administrative errors were identified in the tasks labeled "Shoreham Security Patrol Functions" (radio usage) and "CAS and SAS Responsibilities" (invalida-tion _ of access cards).

These items were discussed with Messrs. K. King and A. Downs of the licensee's staff who agreed to correct these errors in the next scheduled revision to the Plan.

With the exception of the items discussed above, Revision 3 to the Shoreham Security Training and Qualification Plan is consistent with the provisions of 10 CFR 50.54(p) and will not have any adverse impact on other safeguards or health and safety subsystems.
