Dear Mr. Keppler:

On May 9, 1980, Mr. T. D. Geib of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable item as required 'by 10CFR 50.55(e). The same item has also.been reported by Westinghouse (letter to Mr. V. Stello of NRC, dated May 8, 1980, ref. no. NS-TMA-2245) under 10CFR 21. Westinghouse has identified a potential problem in the operation of centrifugal charging pumps (CCPS) at their minimum allowable flow rate when the reactor coolant system reaches the pressurizer safety valve setpoint pressure during a secondary system high energy line rupture. This situation could lead to the failure of the CCPS.

PSI has requested Westinghouse to analyze this problem. Westinghouse has initiated efforts to do plant specific analysis for the Marble Hill plant., At this time PSI has not determined the impact of this it m on the safety of the nuclear power plant operation. However, the NRC will be informed, as required under 10CFR 50.55(e), of the outcome of the Westinghouse analysis by September 1, 1980.
