Dear Mr. Givel:
This is in partial response to your undated letter received by our office on May 15, 1980, in which ycu requested, pursuant to the Freedom of Information Act, 22 categories of documents regarding the Crystal River 3 Nuclear Power Plant.
The following responses are subject to your request under the specific items as enumerated in your letter:
ITEM 1: No records exist, as the Barnwell, South Carolina, reprocessing plant has never been in operation.
ITEM 2: Names of individuals exposed to radiation are withheld from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6) of the Commission's regulations, because disclosure of this information would constitute a clearly unwarranted invasion of personal privacy.
ITEM 3: With respect to security incidents and threats, the following is the list of all such events since issuance of the operating license:
3/17/79 Bomb Threat 3/21/79 Bomb Threat With respect to items of noncompliance related to physical security, please find enclosed cover sheets for inspection reports as listed on Appendix A.
In addition, an inspection conducted on January 6-7, 1977, (Inspection Report No. 50-302/77-01) disclosed items of noncompliance in the following areas: Access controls, Records of physical examinations of guards, and Guard training records.
The remaining portion of the documents listed in Appendix A contain information which identifies procedums for safeguarding licensed special nuclear material or detailed security measures for the physical protection of a licensed facility or plant. This information is considered commercial or financial (proprietary) information pursuant to 10 CFR 2.790(d) and is being withheld from public disclosure pursuant to Exemption (4) of the Fmedom of Information Act (5 U.S.C. 552(b)(4)) and 10 CFR 9.5(a)(4) of the Commission's regulations.

determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The person responsible for this denial is the undersigned and Victor Stello, Director, Office of Inspection and Enforcement.
This denial may be appeaied to the Commission's Executive Director for Operations within 30 days from the receipt of this letter. As provided i
in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."
