,b APPENDIX A NOTICE OF VIOLATION Duke Power Company License Nos. CPPR-167, Cherokee Nuclear Station CPPR-168 & CPPR-169 Based on the NRC inspection April 15-17, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Criterion V of Appendix B to 10 CFR 50, and as implemented by Duke Power Company Topical Report, Duke IA, Paragraph 17.1.5, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings...and shall be accomplished in accordance with these instructions, procedures,...". Cherokee procedure CKB-15 requires that settlement measure-ments be taken at each monument location on the auxiliary and reactor buildings within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after removal of concrete forms.
Contrary to the above, settlement measurements were not initiated until 3 months after removal of forms.
Also procedure CKB-15 did not provide instructions for documenting survey loop closures on settlement measure-ments.
This is a deficiency.
