Dear Mr. Roe:
The Eme.rgency Preparedness Task Group nas completed its review of your emergency plan submittals dated January 16, 1980 and March 27,1980, which relates to prompt improvement of emergency preparedness associated with the Davis-Besse Nuclear Plant.
Based on our review, we conclude that your revised emergency plan (dated Mar:.h 27, 1980) meets the requirements of 10 CFR 50, Appendix E, and the regulatory positions of Regulatory Guide 1.101.
Further, we conclude that the plan meets the acceptance criteria for onsite emergency planning as stated in the Emergency Planning Review Guideline Number One, Revision One, except for the following elements:
1.
Item il.A.4 (a and b) - Long term onsite capability for (1) detection of inadequate core cooling as per Section 2.1.3.b of NUREG-0578, and (2) increased range of radiation monitors as per Section 2.1.8.b of NUREG-0578.
2.
Item 111. A.1(a) - Long tenn onsite capability for improved post-accident sampling.
The above deficiencies are elements classified as Category B in NUREG-0578 and should be accomplished by January 1,1981.
As you are aware, new acceptance criteria for evaluating licensee, state and local emergency plans has been jointly developed by NRC and the Federal Emer-gency Management Agency. These criteria are stated in NUREG-0654, which was transmitted to you by our letter dated March 10, 1980. Our review of your emergency plan has indicated that additional information and coninitments are required before the regulatory staff can conclude that your onsite emergency preparedness program meets the evaluation criteria stated in NUREG-0654. Our review has determined that several elements are not adequately addressed in your plan. A detailed discussion of these deficiencies was held with members of your staff. Accordingly, your emergency plan should' be reviewed against 8006080 N 9
Mr. Lowell E. Roe these criteria and a revision to the plan provided to us within two months of receipt of this letter.
We conclude that your eme.rgency plan dated March 27, 1980, reflects improve-ment over your existing plan and gives a greater margin for public health and safety.
Since the revised plan does not downgrade the effectiveness of your emergency preparedness you should implement the revision.
Please inform us of the date you will implement the revised plan.
