Reference (b) requested that Vermont Yankee provide the subject response. Subsequent discussions with members of your staff have resulted in reducing the amount of detailed pictorial information to be submitted to only those drawings related to the containment purging and venting system at Vermont Yankee. Due to security concerns regarding the information contained in these drawings, they are being forwarded by a separate submittal. The remaining information requested in Reference (b) is contained in the attachment to this letter.

Response to NRC Questions on Electrical Override / Bypass Aspects of ESF Systems Question 1:

Criterion 1 -

No exceptions. Refer to FSAR paragraphs 7.3.3.7b and 7.3.5; also, see response in our January 9, l

1979 letter to the NRC.

Criterion 2 -

Refer to Question 2.2.

Criterion 3 -

No exceptions. Refer to FSAR paragraph 7.3.3.9b.

Criterion 4 -

The containment ventilation system is not isolated upon a containment high radiation signal. No i

containment high radiation signal exists, however, main steam line high radiation will initiate isolation of all main steam lines, main steamline drain, and reactor water sample lines, and reactor building ventilation exhaust high radiation signal will initiate isolation of the containment ventilation system. Refer to FSAR Section 7.3.4.7 paragraphs 2 6 13.

Criterion 5 -

This is addressed in the response to IE Bulletin No.79-01B.

Criterion 6 -

This will be addressed in the response to IE Bulletin No. 80-06.

Question 2:

(1) See Table 1.

(2) The present design uses administrative controls and annunciation 1

coupled with some physical features to prevent inadvertent operation of all manual bypass or override features, identified in 2 (1). These include keylock switches and multiple step sequential manual actions.

(3)

Referenced prints used in response to 2.1.e and Table 2 (system logic prints) contain sufficient information to address this question for the purge and vent system at Vermont Yankee.

(4) Tne ESF initiation, control and power supply systems were designed in accordance with FSAR paragraphs 7.3.3 and 7.4.2.

Quality assurance standards used for each actuation signal are documented in Appendix D of the Vermont Yankee FSAR.

The component qualification standards are addressed in response to IE Bulletins79-01A and 79-01B.
