Letter from Raymond J. Pasternak to Boyce H. Grier Dated April 2, 1980 (Serial No. JAFP 80-257)
Dear Mr. Grier:
Based on a telephone conversation between Mr. T. Stetka of your office and Mr. V. Childs of the FitzPatrick Plant staff on April 8,1980, the FitzPatrick Plant is taking additional corrective action to provide assurance that the Item A of the " Notice of Violation" from the subject inspection will not recur.
In addition to those actions described in the referenced letter, the Operations Superintendent will discuss Item A of the " Notice of Violation" and the response provided by the referenced letter, with each operating shift. This discussion will provide to the operating shifts a clarification of the acceptable actions and system configurations in terms of the Technical Specification requirements when performing corrective maintenance or similar activities on control rod drive system hydraulic control uni ts. The discussion will clearly indicate that the maintenance activity which caused the item of Non-Compliance could have been performed within the limitations of Technical Specifications if control rod 18-35 had been fully inserted prior to the start of the maintenance work.
This action will be completed by May 1, 1980.
